Summary:

ORDINANCE finding and determining that public convenience and necessity no longer require the continued use of Felix Street, from Harrisburg Street south to its terminus, located within the Harrisburg Market Subdivision out of the S.M. Williams Survey, A-87; vacating and abandoning the street easement to BakerRipley and Harrisburg Blue Willow, Ltd., the abutting owners, in consideration of their payment to the City of $245,959.00, and other consideration - DISTRICT H - CISNEROS

Background:

SUBJECT: Ordinance authorizing the abandonment and sale of Felix Street, from Harrisburg Street south to its terminus, located within the Harrisburg Market Subdivision out of the S.M. Williams Survey, A-87. Parcels SY17-045 and SY17-051

 

RECOMMENDATION: (Summary) It is recommended City Council approve an ordinance authorizing the abandonment and sale of Felix Street, from Harrisburg Street south to its terminus, in exchange for a consideration of $245,959.00, located within the Harrisburg Market Subdivision out of the S.M. Williams Survey, A-87. Parcels SY17-045 and SY17-051

 

SPECIFIC EXPLANATION:

Geoff Carleton, AICP of Traffic Engineers, Inc. on behalf of BakerRipley (formerly known as Neighborhood Centers, Inc., [Annise Parker, Senior Vice President and Chief Strategy Officer], General Partner), and Harrisburg Blue Willow, Ltd. (Harrisburg Blue Willow GP, LLC [Linda Schmuck, President], General Partner), requested the abandonment and sale of Felix Street, from Harrisburg Street south to its terminus, located within the Harrisburg Market Subdivision out of the S.M. Williams Survey, A-87. Harrisburg Blue Willow, Ltd. plans to sell the portion abutting its property to BakerRipley following the passage of the ordinance for the subject street abandonment. BakerRipley plans to expand and develop BakerRipley as its corporate headquarters. The development will include a four-story retail building, office facility, and job skills improvement center.

 

BakerRipley and Harrisburg Blue Willow, Ltd. have complied with the transaction requirements, have accepted the City's offer, and have rendered payment in full.

 

The City will abandon and sell to BakerRipley:

 

Parcel SY17-045        
4,071 square-foot right of way easement:    $117,001.00 (R)   
Valued at $28.74 PSF x 100%        
         
Depreciated cost of improvements     $4,511.00    
(concrete curbing and pavement)        
                                    
TOTAL ABANDONMENT:    $121,512.00 (R)   
         

The City will abandon and sell to Harrisburg Blue Willow, Ltd.:

 

Parcel SY17-051  
4,177 square-foot right of way easement:                             $120,047.00 (R)
Valued at $28.74 PSF x 100%                            

   

Depreciated cost of improvements $4,400.00

TOTAL ABANDONMENT: $124,447.00 (R)
    
TOTAL ABANDONMENTS:     $245,959.00 (R)   

 

Therefore, it is recommended City Council approve an Ordinance authorizing the abandonment and sale of Felix Street, from Harrisburg Street south to its terminus, located within the Harrisburg Market Subdivision out of the S.M. Williams Survey, A-87
