Summary:

ORDINANCE approving and authorizing Settlement Agreement between City of Houston and HOUSTON RECOVERY CENTER for Frontlines Expansion Project - $21,684.29 - Opioid Abatement Fund

Background:

Ordinance - for a settlement agreement between City of Houston and HOUSTON RECOVERY CENTER and with respect to the FRONTLINES EXPANSION - $21,684.29

 

Specific Explanation:

The Director of the Houston Health Department (HHD) recommends that City Council approve and authorize a settlement agreement between the City of Houston and HOUSTON RECOVERY CENTER (HRC) in the amount of $21,684.29. As background for this settlement agreement, HHD received a federal grant from the Centers for Disease Control and Prevention for Overdose Data to Action funding from September 29, 2019 to September 29, 2023. This funding was considered the FRONTLINES Expansion Project. The funding for this project was to be used for abatement and remediation of the opioid crisis, in accordance with the principles set forth in Statewide Opioid Settlement Agreement (Chapter 403 of the Texas Government Code).

 

HRC’s scope of work under the FRONTLINES Expansion project was to provide wraparound services to overdose victims.  Several factors contributed to the accumulation of the outstanding payments to HRC; the main one being a loss (and lack) of contract administration staff in HHD. HHD has since gained staff to replace those who resigned and retired and is in the process of getting this contract back on track so payments can be made timely going forward.

 

This settlement agreement will pay for services rendered between September 30, 2022, to September 29, 2023, As an inducement to entering into the agreement between the City and HRC in providing the above-mentioned grant related services, City and HRC desire to compromise and settle HRC’s claim against the City in the amount of $21,684.29 for services rendered from September 30, 2022, to September 29, 2023, by HRC.

  

Fiscal Note:

Therefore, no Fiscal Note is required as stated in the Financial Policies.
