Ordinance - for a settlement agreement between City of Houston and UNIVERSITY OF TEXAS SAN ANTONIO and with respect to the FRONTLINES Agreement - $99,826.99
Specific Explanation:
The Director of the Houston Health Department (HHD) recommends that City Council approve and authorize a settlement agreement between the City of Houston and UNIVERSITY OF TEXAS SAN ANTONIO (UTSA) in the amount of $99,826.99. As background for this settlement agreement, HHD received grant funding from SAMHSA (Substance Abuse and Mental Health Services) from September 29, 2019, to September 29, 2023 to participate in the FRONTLINES+ Project. The funding for this project is to be used for abatement and remediation of the opioid crisis, in accordance with the principles set forth in Statewide Opioid Settlement Agreement (Chapter 403 of the Texas Government Code).
UTSA’s responsibility under the FRONTLINES+ project is to conduct the surveillance and evaluation of opioid overuse and misuse and to assist in development of the project's progress evaluation reports as required by the SAMHSA grant. Although UTSA had a scope of work, their contract was never entered into because of an oversight by the program staff and a shortage of contract staff.
This settlement agreement will pay for services rendered between September 29, 2022, to September 29, 2023. As an inducement to entering into the agreement between the City and UTSA in providing the above-mentioned grant related services, City and UTSA desire to compromise and settle UTSA’s claim against the City in the amount of $99,826.99 for services rendered by UTSA.
