Dear Honorable Council Members:
Pursuant to Section 2-292 of the City of Houston Code of Ordinances, I am very pleased to appoint Tom McCasland as Director of the City of Houston’s Housing and Community Development Department (HCDD), subject to Council confirmation. His resume is attached for your review.
Mr. McCasland has served as Interim Director of the HCDD since July and in his short tenure with the City he has made incredible progress with moving forward several key housing initiatives. He previously led efforts to transform the Harris County Housing Authority and with his background as an attorney, he is well positioned to move HCDD forward. Mr. McCasland has a strong commitment to public service and I have no doubt that he will serve the City of Houston extremely well.
Mr. McCasland will be available to meet with each of you prior to his confirmation, which will appear on the November 30, 2016 agenda.
