Summary:

ORDINANCE appropriating $3,727,000.00 out of Metro Projects Construction DDSRF; awarding contract to STATEWIDE TRAFFIC SIGNAL COMPANY for Citywide Traffic Signal Rebuild Package #9; setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for engineering and testing, CIP Cost Recovery, design services during construction, construction management, and contingencies relating to construction of facilities financed by the Metro Projects Construction DDSRF - DISTRICTS A - STARDIG; B - DAVIS; C - COHEN; F - LE and J - LASTER

Background:

SUBJECT:   Contract Award for Citywide Traffic Signal Rebuild Package #9.  WBS Nos. N-310650-0084-3 and N-310650-0084-4.

 

RECOMMENDATION:  (Summary) Accept low bid, award construction Contract and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the Street and Traffic Capital Improvement Project and is required to meet City of Houston standards as well as to improve traffic signals, mobility and safety at the selected intersections.

 

DESCRIPTION/SCOPE: This project consists of rebuilding traffic signals, curb-ramps, pavement markings, signing and other work as detailed on the plans. This project will improve the flow of traffic and reduce accidents at these locations. The Contract duration for this project is 660 calendar days. This project was designed by Epic Transportation Group, LP. The project locations were selected based on scores and recommendations submitted by the Traffic Operations Division.

BIDS:  This project was advertised for bidding on January 29, 2016. Bids were received on February 18, 2016.  The four (4) bids are as follows:

AWARD:  It is recommended that this construction Contract be awarded to Statewide Traffic Signal Company with a low bid of $2,910,092.61 and that Addendum Number 1 and Rider Number 1 be made a part of this Contract.

 

PROJECT COST:  The total cost of this project is $3,727,000.00 to be appropriated as follows:  

·         Bid Amount                                               $2,910,092.61

·         Contingencies                                              $145,505.00

·         Engineering and Testing Services                 $55,000.00

·         CIP Cost Recovery                                      $116,402.39

·         Design Services During Construction            $50,000.00

·         Construction Management                           $450,000.00

 

 

Engineering and Testing Services will be provided by HTS, Inc. Consultants under a previously approved contract.

 

Design Services during Construction will be provided by Epic Transportation Group, LP under a previously approved contract

 

Construction Management Services will be provided by Ergonomic Transportation Solution, Inc. under a previously approved contract.

 

HIRE HOUSTON FIRSTThe proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, Statewide Traffic Signal Company is a HHF designated company, but they were the successful awardee without application of the HHF preference.

 

PAY OR PLAY PROGRAMThe proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors.  In this case, the contractor provides health benefits to eligible employees in compliance with City policy.

 

M/WSBE PARTICIPATION:  The contractor has submitted the following proposed program to satisfy the 11% MBE goal, and 7% WBE goal for this project.
