ORDINANCE de-appropriating $7,690,771.00 out of METRO Projects Construction DDSRF, $1,096,362.00 out of Water & Sewer System Consolidated Construction Fund, and $1,951,867.00 out of Street & Traffic Control and Storm Drainage DDSRF, which was appropriated under ordinance 2015-0641, and appropriating $6,651,751.00 out of METRO Projects Construction DDSRF, $1,398,917.00 out of Water & Sewer System Consolidated Construction Fund, and $1,984,332.00 out of Street & Traffic Control and Storm Drainage DDSRF, awarding Contract to MAIN LANE INDUSTRIES, LTD. for Clinton Drive Paving and Drainage from Hirsch to Harvey Wilson Drive; setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for engineering, testing, CIP Cost Recovery, design services during construction, and contingencies relating to construction of facilities financed by the METRO Projects Construction DDSRF, the Water & Sewer System Consolidated Construction Fund, and the Street & Traffic Control and Storm Drainage DDSRF - DISTRICTS B - DAVIS and H - CISNEROS |

SUBJECT: Contract Award for Clinton Drive Paving and Drainage from Hirsch to Harvey Wilson Drive. WBS Nos. N-000804-0001-3, N-000804-00R3-4, R-000500-0180-4, and S-000500-0180-4.
RECOMMENDATION: (Summary) De-appropriate funds from the previous contract; accept low bid, award construction Contract and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the Street & Traffic Capital Improvement Plan (CIP) and is necessary to improve traffic flow/circulation, mobility, and drainage in the service area.
PREVIOUS HISTORY: This project was approved on June 11, 2014 by Ordinance 2014-0600 and on June 24, 2015 by Ordinance No. 2015-0641. Both contracts were terminated due to unforeseen underground private utility conflicts.
DESCRIPTION/SCOPE: This award consists of the design and construction of approximately 4,000 linear feet of resurfaced roadway and 5,400 linear feet of reconstructed roadways with curbs, replacement of the water and sanitary sewer lines, sidewalks, street lighting and improved local street drainage on Clinton Drive from Hirsch to Harvey Wilson Drive. The Contract duration for this project is 450 calendar days. This project was designed by TranSystems Consulting Corporation.
LOCATION: The project area is generally bound by I-10 East Freeway on the north, Buffalo Bayou on the south, Lathrop Street on the east and Hirsch Road on the west. The project is located in Key Map Grids 494K, L, & M.
BIDS: This project was advertised for bidding on March 18, 2016. Bids were received on May 12, 2016. The six (6) bids are as follows:

Engineering and Testing Services will be provided by Raba-Kistner Consultants, Inc. under a previously approved contract.
Design Services during Construction will be provided by TranSystems Consulting Corporation under a previously approved contract.
Construction Management Services will be provided by United Engineers, Inc. under a previously approved contract.
HIRE HOUSTON FIRST:
The proposed contract requires compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston business and supports job creation. In this case Main Lane Industries, Ltd. is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM:
The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 11% MBE goal and 7% WBE goal for this project.
