SUBJECT: Accept Work for Neighborhood Sewer Systems Improvements – Sunset Blvd., University Blvd. and Westheimer Street; WBS No. R-002011-0065-4.
RECOMMENDATION: (Summary) Pass a motion to approve the final Contract Amount of $3,987,806.91 or 21.80% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Neighborhood Sewer Systems Improvements program and was required to meet the need to replace and upgrade neighborhood sewer systems that continue to deteriorate requiring frequent repair.
DESCRIPTION/SCOPE: The project consisted of the construction of approximately 5,310 linear feet of 8-inch, 12-inch, and 15-inch diameter gravity sewer lines and 89 sanitary sewer service leads. Amani Engineering, Inc. designed the project with 380 calendar days allowed for construction. The project was awarded to Calco Contracting, Ltd. with an original Contract Amount of $5,099,225.00.
LOCATION: The project was located in two areas. The first area is generally bound by Albans on the north, Swift on the south, Morningside on the east and Kirby on the west. The second area is generally bound by San Felipe on the north, W. Alabama on the south, Westcreek on the east and West Loop 610 on the west. The project is located in Key Map Grids 491V, 532C and 532G.
CONTRACT COMPLETION AND COST: The Contractor, Calco Contracting, Ltd. has completed the work under the subject Contract. The project was completed within the Original Contract Time. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order No. 1 is $3,987,806.91 a decrease of $1,111,418.09 or 21.80% under the original Contract Amount.
The decreased cost is a result of the difference between planned and measured quantities. This decrease is primarily the result of an underrun in various Base Unit Price Items and Extra Unit Price Items, which was not necessary to complete the project.
M/WSBE PARTICIPATION: The M/WSBE goal established for this project was 20%. According to Office of Business Opportunity, the participation was 35.94%. Contractor’s M/WSBE performance evaluation was rated Outstanding
