SUBJECT: Additional Appropriation for the Miscellaneous Professional Materials Engineering Laboratory Contract between the City and Paradigm Consultants, Inc. WBS No. R-000019-0065-4, S-000019-0065-4 & M-000100-0014-4
RECOMMENDATION: (Summary)
Approve an ordinance appropriating additional funds to the Miscellaneous Professional Materials Engineering Laboratory Contract with Paradigm Consultants, Inc.
PREVIOUS HISTORY AND SCOPE: City Council approved the original contract for Paradigm Consultants, Inc. on February 2, 2011 under Ordinance No. 2011-0081. Subsequently, City Council approved the First Amendment for Paradigm Consultants, Inc. on January 6, 2016 under Ordinance No. 2016-0007 for extension of time. This Professional Materials Engineering Laboratory contract will continue to support the construction of Capital Improvement Plan (CIP) and maintenance projects.
DESCRIPTION/SCOPE: The scope of services provided by this Professional Materials Engineering Laboratory contract will include construction materials testing services for various projects on an as needed basis. Materials testing assures the quality of project construction and the construction compliance with the project specifications. Specific engineering testing and analysis are identified in the technical specifications contained in the construction contract assigned.
The total amount for Paradigm Consultants, Inc.’s contract was $300,000.00 for a 5-year period with an additional one year. The Department of Public Works and Engineering is requesting an additional appropriation since the remaining funding will not be sufficient to cover incoming work orders.
The total requested additional appropriation for Paradigm Consultants, Inc.’s contract is $100,000.00.
LOCATION: The contract will cover various locations throughout the City.
PAY OR PLAY PROGRAM:
Paradigm Consultants, Inc.; The proposed contract requires compliance with the City's 'Pay or Play' ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides health benefits to eligible employees in compliance with City policy.
M/WBE PARTICIPATION: Due to the unique nature of the work to be performed under these contracts, there was no M/WDBE goal established in the original contract. The original waiver for M/WDBE participation is attached.
