Summary:

ORDINANCE appropriating $1,055,500.00 out of Metro Construction - Other, awarding contract to TIKON GROUP, INC for Safe Sidewalk Program; setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for engineering, testing, CIP Cost Recovery, design services during construction and contingencies relating to construction of facilities financed by the Metro Construction - Other - DISTRICTS C - COHEN; F - LE; G - TRAVIS; J - LASTER and K - GREEN

Background:

SUBJECT:  Contract Award for Safe Sidewalk Program WBS No. N-320610-0002-3 and N-320610-002B-4.

 

RECOMMENDATION:  (Summary)  Accept low bid, award Construction Contract and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the continuing effort by the City to construct request-based sidewalks throughout the City of Houston to meet the needs of its residents.

 

DESCRIPTION/SCOPE: The project provides for the construction of sidewalk improvements at various locations. The Contract duration for this project is 133 calendar days. This project was designed by Jaymark Engineering Corporation.

 

LOCATION:  The project is located in various Key Map Grids.

 

BIDS:  This project was advertised for bidding on May 20, 2016. Bids were received on June 9, 2016.  The seven bids are as follows:

AWARD:  It is recommended that this construction contract be awarded to Tikon Group, Inc. with a low bid of $810,117.98 and that Addendum 1 be made a part of this Contract.

 

PROJECT COST:  The total cost of this project is $1,055,500.00 to be appropriated as follows:

 

  •  Bid Amount                                                      $ 810,117.98
  •  Contingencies                                                 $   40,505.90
  • Engineering and Testing Services                    $   90,000.00
  • CIP Cost Recovery                                           $   64,876.12
  • Design Services During Construction               $   50,000.00

 

Engineering and Testing Services will be provided by Fugro Consultants, Inc. under a previously approved contract.

 

Design Services during Construction will be provided by Jaymark Engineering Corporation under a previously approved contract.

 

HIRE HOUSTON FIRST:  The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation.  In this case, Tikon Group, Inc. is a designated HHF company, but they were the successful awardee without application of the HHF preference.

 

PAY OR PLAY PROGRAM:  The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors.  In this case, the contractor has elected to pay into the Contractor Responsibility Fund in compliance with City policy.

 

M/WBE PARTICIPATION:  No City M/WSBE participation goal is established for this project as the contract does not exceed the threshold of $1,000,000.00 required for a goal oriented contract per Section 15-82 of the Code of Ordinances.
