SUBJECT: Accept Work for FWSD No. 23 Wastewater Treatment Plant Improvements; WBS No. R-000265-0067-4.
RECOMMENDATION: (Summary) Pass a motion to approve the final Contract Amount of $8,369,060.27 or 7.00% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City ongoing program to renew and replace inefficient components of existing wastewater treatment plants.
DESCRIPTION/SCOPE: The project consisted of development of the specific components of the FWSD No. 23 Wastewater Treatment Plant as follows: Construction of a new influent submersible lift station with six (6) new pumps, construction of a new electrical building and motor control center (MCC), demolition of two existing lift stations, removal and replacement of existing electrical actuators storm water gate with hydraulic actuators to provide fail close functionality in event of power outage. CDM Smith Inc. designed the project with 750 calendar days allowed for construction. The project was awarded to CSA Construction, Inc. with an original Contract Amount of $8,999,200.00.
LOCATION: The project area is located at 8219 Kellett, Key Map No. 455G.
CONTRACT COMPLETION AND COST: The Contractor, CSA Construction, Inc. has completed the work under the subject Contract. The project was completed on time with additional 190 days approved by Change Order Nos. 1 and 2. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1-4 is $8,369,060.27, a decrease of $630,139.73 or 7.00% under the original Contract Amount.
The decreased cost is a result of the difference between planned and measured quantities. This decrease is primarily the result of an underrun in various Base Unit Price Items and Extra Unit Price Items, which was not necessary to complete the project.
M/WBE PARTICIPATION: The M/WBE goal established for this project was 18%. According to Office of Business Opportunity, the participation was 18.25%. Contractor’s MWBE/SBE performance evaluation was rated Satisfactory.
