SUBJECT: Accept Work for 42-inch Water Line along Bellaire Boulevard from Bellaire Braes Pump Station to South Kirkwood Road; WBS No. S-000900-0122-4.
RECOMMENDATION: (Summary) Pass a motion to approve the final Contract Amount of $4,246,345.47 or 0.25% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s Surface Water Transmission Program and is required to increase circulation and availability of water from the Bellaire Braes Pump Station.
DESCRIPTION/SCOPE: The project consisted of approximately 4,200 linear feet of 48/42/36-inch water line, valves and appurtenances, Bellaire Braes Pump Station plant site second access improvements, and Bellaire Boulevard esplanade landscaping. Lockwood, Andrews and Newnam designed the project with 270 calendar days allowed for construction. The project was awarded to S.J. Louis Construction of Texas Ltd. with an original Contract Amount of $4,256,959.00.
LOCATION: The project area is generally located along Bellaire Boulevard bound by Bellaire Boulevard Right-of-Way on the north and south and is also bound by Kirkwood Road on the east and Dairy Ashford Road on the west. The project is located in Key Map Grids 528H and 529E.
CONTRACT COMPLETION AND COST: The Contractor, S.J. Louis Construction of Texas Ltd. has completed the work under the subject Contract. The project was completed beyond the established completion date. The City will make a deductive contract amount adjustment to the Contract Price of $220,800.00 for 184 days at $1,200 for liquidated damages based on the Mediation Agreement Proposal No.2 between the City and S.J. Louis Construction of Texas Ltd. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1 and 2 is $4,246,345.47, a decrease of $10,613.53 or 0.25% under the original Contract Amount.
The decreased cost is a result of the difference between planned and measured quantities. This decrease is primarily the result of an underrun in various Base Unit Price Items and Extra Unit Price Items, which was not necessary to complete the project.
M/WBE PARTICIPATION: The M/WBE goal established for this project was 18%. According to Office of Business Opportunity, the participation was 19.58%. Contractor’s M/WBE performance evaluation was rated Satisfactory.
