20IPB402 – Petition Creation (44.60) Harris County MUD No. 551

Agenda Item#: 33.

Summary:

ORDINANCE consenting to the creation of HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 551

Background:

SUBJECT: Petition for the City’s consent to the creation of Harris County Municipal Utility District No. 551 consisting of 44.60 acres of land (Key Map No. 330V; 330Z).

RECOMMENDATION: Petition for the creation of Harris County Municipal Utility District No. 551 consisting of 44.60 acres of land be approved.

SPECIFIC EXPLANATION: The owners of 44.60 acres of land, located in the extraterritorial jurisdiction of the City, have petitioned the City of Houston for consent to create a district.

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

The district is located in the vicinity of Cashel Glen Drive, Mittlestedt Road, Wunderlich Road, and Stuebner Airline Road.  The district will consist of 44.60 acres.  The district would be served by a regional plant, the Harris County Water Control and Improvement District No. 116 Wastewater Treatment Plant, which currently serves Harris County Water Control and Improvement District No. 116 and Heatherloch Municipal Utility District. The nearest major drainage facility for Harris County Municipal Utility District No. 551 would be Cypress Creek, which flows into Spring Creek, then to the San Jacinto River, and finally into the Houston Ship Channel.

Potable water will be provided by Heatherloch Municipal Utility District.  By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.

The Utility District Review Committee recommends that the subject petition be approved.
