ORDINANCE approving and authorizing first amendment to contract between the City of Houston and CATHOLIC CHARITIES OF THE ARCHDIOCESE OF GALVESTON-HOUSTON extending the term of the contract and providing up to an additional $995,166.75 in Housing Opportunities for Persons with AIDS Funds for the continuing administration and operation of a tenant- based rental assistance program, a short-term rent, mortgage, and utility assistance program, and the provision of other supportive services |
| | | | | | | | Background:
The Housing and Community Development Department (HCDD) is currently engaged in a one-year contract, which has a one-year renewal option, with Catholic Charities of the Archdiocese of Galveston-Houston, to provide funding for the administration and operation of two programs: (1) Tenant-Based Rental Assistance Program with supportive services and (2) Short-Term Rent, Mortgage, and Utility Assistance Program with supportive services. This amendment exercises the renewal option and extends the contract to November 30, 2017. This amendment will also include an increase in funding by 1.3% to increase employee salaries and fringe benefits in accordance with Department of Labor’s Final Rule 29 CFR 541 regarding over-time payment for qualifying salaried employees.
The City will grant Catholic Charities up to $995,166.75 in HOPWA funds. The project’s scope of work provides housing assistance and supportive services to approximately 145 low-income households. The agency’s AIDS Ministry is a holistic program providing case management, as well as housing and financial assistance for persons infected and/or affected by HIV/AIDS. The City provides approximately 97% of the budget for this program, and 3% is provided by other funding sources.

|
HCDD conducted a Request for Proposals (RFP) for HOPWA contracts for fiscal year 2016 with a one-year renewal option for fiscal year 2017. Catholic Charities was one of the agencies selected. The current contract expires on November 30, 2016 and this Ordinance will extend it to November 30, 2017. Catholic Charities has received HOPWA funding through the City of Houston for various contracts since 2003.
