Summary:

ORDINANCE approving and authorizing first amendment to contract between the City of Houston and BRENTWOOD ECONOMIC COMMUNITY DEVELOPMENT CORP., doing business as BRENTWOOD COMMUNITY FOUNDATION, extending the term of the contract and providing up to $551,607.75 in Housing Opportunities for Persons with AIDS Funds for the continuing administration and operation of a community residence and the administration of a Short-Term Rent, Mortgage and Utility Assistance Program, along with supportive services

Background:

The Housing and Community Development Department (HCDD) is currently engaged in a one-year contract, which has a one-year renewal option, with Brentwood Economic Community Development Corp., dba Brentwood Community Foundation, to provide funding for the administration and operation of two programs: (1) a HOPWA-funded community residence for men, including supportive services, and (2) a Short-Term Rent, Mortgage, Utility Assistance (STRMUA) Program with supportive services. This amendment exercises the renewal option and extends the contract to January 31, 2018. This amendment will also include an increase to the number of clients served, from 410 to 440, and an increase in funding by 9.5% to cover the cost of the new clients and for security updates needed at the community residence.  

The City will grant Brentwood up to $551,607.75 in HOPWA funds. The project’s scope of work is for rental assistance, budget counseling, and supportive services to approximately 440 low-income households. Brentwood operates an 18-unit transitional housing facility for men living with HIV/AIDS. Through its rental assistance programs, Brentwood provides rental subsidies to help participants at risk of becoming homeless obtain emergency housing assistance. Brentwood provides supportive services, including case management, professional counseling, a substance abuse program and nutritional services. The City provides 83% of the budget for this program and the remaining 17% is from other funding sources.

HCDD conducted a Request for Proposals (RFP) for HOPWA contracts for fiscal year 2016 with a one-year renewal option for fiscal year 2017. Brentwood was one of the agencies selected. The current contract expires on January 31, 2017 and this Ordinance will extend it to January 31, 2018. Brentwood has received HOPWA funding through the City of Houston for various contracts since 1995.
