RECOMMENDATION from Director Department of Public Works & Engineering for approval of final contract amount of $1,973,081.90 and acceptance of work on contract with D. L. ELLIOTT ENTERPRISES, INC for Waterline Repair Project 1 - 5.02% under the original contract amount - (WA 11144)

Background:

SUBJECT:  Accept Work for Waterline Repair Project,

 WBS No. S-000035-0232-4

RECOMMENDATION:  (Summary)

Pass a motion to approve the final contract amount of $1,973,081.90 or 5.02% under the original contract amount, accept the work, and authorize final payment. 

 

PROJECT NOTICE/JUSTIFICATION: Under this project, the contractor provided for the rehabilitation of water lines up to 16-inches in diameter in the distribution system on an emergency basis throughout the City.

 

DESCRIPTION/SCOPE: This project involved the replacement of limited segments of the distribution systems, improvements and/or new installation of main water lines and service lines. The main lines ranged in diameter up to 16-inches and the water service lines ranged in size from ¾-inch to 2-inches in diameter. The project was awarded to D.L. Elliott Enterprises, Inc., with an original contract amount of $2,077,271.50. The Notice to Proceed date was 05/08/2014 and the project had 365 calendar days for completion.

 

LOCATION:  The work performed under the contract included all locations within all of the Council Districts.

 

CONTRACT COMPLETION AND COST:  The Contractor, D.L. Elliott Enterprises, Inc. has completed the work under the contract. The Project was completed with an additional 90 days by Change Order No. 1. The final cost of the project, including overrun and underrun of estimated bid quantities, is $1,973,081.90 a decrease of $104, 189.60 or 5.02% under the original contract amount.

 

MWBE PARTICIPATION:  The MWSBE goal for this project was 20%.  According to Office of Business Opportunity, the actual participation was 24.38%.  The contractor’s rating was   “Outstanding”.

No additional funding is required.
