On July 6, 2016, Petitioner Houston Heights Beverage Coalition submitted a local option liquor petition on the issue of the legal sale of beer and wine for off-premise consumption only in the area formally known as the City of Houston Heights as it existed on February 19, 1918 (the "area"). On August 3, 2016, the City Secretary certified that the petition contained sufficient valid signatures to require City Council to call a special election on the issue for qualified voters living in the area on the next uniform election date, which is November 8, 2016. On August 10, 2016, the City of Houston passed an ordinance calling a special election in the area formerly know as the City of Houston Heights as it existed on February 19, 1918 for the legalization of the sale of beer and wine for off-premise consumption only.
As required by Texas Election Code Section 32.005, the proposed ordinance appoints presiding and alternate judges for the Early Voting Ballot Boards, central counting stations, and City election precincts for the special election to be held on November 8, 2016. The proposed ordinance also establishes the maximum number of election clerks for each City election precinct and their rates of pay.
