Request for Proposals for S69-T25834 – Approve an ordinance awarding a revenue contract to Parkmobile, LLC for the Parking Pay-By-Phone/App System for Administration and Regulatory Affairs.
Specific Explanation:
The Director of Administration and Regulatory Affairs and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a three-year revenue contract with two, one-year options to Parkmobile, LLC to provide a Parking Pay-By-Phone/App System for Administration and Regulatory Affairs. The Director of Administration and Regulatory Affairs and/or the Chief Procurement Officer may terminate the contract at any time upon 30-days written notice to the contractor.
The scope of work requires Parkmobile, LLC to provide a complete payment capability by phone as an option for City customers that utilize our on-street parking program, as well as operate in off-street locations. Such related services shall include, but may not be limited to:
1) Allows customers to pay for a specific period of parking time with a single call or action.
2) Allows payment through multiple options, including web, app, text and Interactive Voice Response (IVR) application.
3) Allows purchase of additional parking time (not past the maximum time allowed for that specific time zone).
4) Provides customers with a digital receipt of their transaction that include the session time, amount paid, license plate number, zone/block, and street name.
5) Allows customers an option to be informed at a predetermined time period of the expiration of their paid parking session.
6) Provides a feature to guide the customer to the best potential block with space availability based on final destination.
The Request for Proposals (RFP) No. S69-T25834 was advertised in accordance with the requirements of the State of Texas bid laws. Ninety-eight (98) prospective proposers downloaded the solicitation document from the Strategic Procurement Division’s eBidding website and as a result, four (4) proposals were received from PassportParking, Inc., Parkmobile LLC, ParkX LLC, and Parkman USA LLC. The Evaluation Committee (EC) consisted of six (6) members from the Administration and Regulatory Affairs Department. The proposals were evaluated based on the following criteria:
1. Responsiveness of Proposal
2. Technical Competence
3. Price Proposal
Parkmobile, LLC received the highest overall score and deemed the best qualified to perform the requirements as outlined in the RFP.

This RFP was issued with a twenty-four (24%) percentage goal for M/WBE participation.

The proposed contract requires compliance with the City's 'Pay or Play' ordinance. In this case, Parkmobile, LLC provides health benefits to eligible employees in compliance with the City policy.

The proposed award requires compliance with the City’s Hire Houston First (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Parkmobile, LLC does not meet the requirements for HHF designation; no HHF firms were within three percent.
