Summary:

RECOMMENDATION from Director Department of Public  Works & Engineering for approval of final contract amount of $12,938,738.00 and acceptance of work on contract with SER CONSTRUCTION PARTNERS, LLC for Parker Road Paving and Drainage: Hardy Toll Road to Eastex Freeway 1.89% over the original contract amount and under 5% contingency amount - DISTRICTS B - DAVIS and H - CISNEROS

Background:

SUBJECT:  Accept Work for Parker Road Paving and Drainage: Hardy Toll Road to Eastex Freeway; WBS No. N-000708-0001-4; R-000500-0207-4; S-000500-0207-4.

 

RECOMMENDATION: (Summary) Pass a motion to approve the final Contract Amount of $12,938,738.00 or 1.89% over the original Contract Amount and under 5% contingency amount, accept the Work and authorize final payment.  

 

PROJECT NOTICE/JUSTIFICATION: The project replaced and widened a street that was deteriorated beyond economical repair and normal maintenance.  It improved traffic circulation, mobility and drainage in the service area.  The improvements upgraded existing roadway to Major Thoroughfare Freeway Plan (MTFP) standards.

 

DESCRIPTION/SCOPE: The project consisted of the rehabilitation of approximately 7,700 linear feet of existing undivided two lane roadway to a four lane divided roadway per Major Thoroughfare Freeway Plan (MTFP) standards. The project improvements included a four-lane divided concrete roadway with curbs, an underground storm sewer system to mitigate street flooding, new inlets, sidewalks, street lights and necessary utilities.  HNTB designed the project with 536 calendar days. The project was awarded to SER Construction Partners, LLC.

 

LOCATION: This section of Parker Road is generally located between Tidwell Road on the south, West Little York Road on the north, Eastex Freeway on the east and Hardy Toll Road on the west.  The project is located in Key Map Grids 413Z, 414W and 414X

 

CONTRACT COMPLETION AND COST:  The Contractor, SER Construction Partners, LLC has completed the work under the subject Contract. The project was completed within the Original Contract Time.  The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order No. 1 and 2 is $12,938,738.00 an increase of $240,527.89 or 1.89% over the original Contract Amount and under 5% contingency amount.

 

The increased cost is a result of the difference between planned and measured quantities. This increase is primarily the result of an overrun in various Base Unit Price Items and Extra Unit Price Items, which was necessary to complete the project.

 

 

MWBE/SBE PARTICIPATION:  The M/WBE/SBE goal established for this project was 18%.  According to Office of Business Opportunity, the participation was 21.00%.  Contractor’s M/WBE performance evaluation was rated Outstanding.

No additional funding required.

 

Total (original) appropriation of $10,826,079.00 from Street & Traffic Control & Storm Drainage DDSRF Fund No. 4042 and $3,655,916.00 from Water and Sewer System Consolidated Construction Fund No. 8500.
