Summary:

ORDINANCE consenting to the addition of 37.4952 acres of land to HARRIS COUNTY WATER CONTROL AND IMPROVEMENT DISTRICT NO. 89 for inclusion in its district

Background:

SUBJECT: Petition for the City’s consent to the addition of 37.4952 acres to Harris County Water Control and Improvement District No. 89. (Key Map No. 573X; 573Y).

RECOMMENDATION: Petition for the City’s consent to the addition of 37.4952 acres to Harris County Water Control and Improvement District No. 89 be approved.

SPECIFIC EXPLANATION: Harris County Water Control and Improvement District No. 89 has petitioned the City of Houston for consent to add 37.4952 acres, located in the extraterritorial jurisdiction of the City, to the district.

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

The district is located in the vicinity of Beltway 8, Furman Road, Fuqua Street, and Scott Street.  The district desires to add 37.4952 acres, thus yielding a total of 874.2542 acres.  The district is served by a district plant, the Harris County Water Control and Improvement District No. 89 Wastewater Treatment Plant. The nearest major drainage facility for Harris County Water Control and Improvement District No. 89 is Clear Creek, which flows to Clear Lake, and then into Galveston Bay.

Potable water is provided by the district via a water supply contract with the City of Houston.  By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.

The Utility District Review Committee recommends that the subject petition be approved.
