RECOMMENDATION: Petition for the City’s consent to the addition of two (2) tracts of land totaling 3.1377 acres to Harris County Water Control and Improvement District No. 110 be approved.

SPECIFIC EXPLANATION: Harris County Water Control and Improvement District No. 110 has petitioned the City of Houston for consent to add two (2) tracts of land totaling 3.1377 acres, located in the extraterritorial jurisdiction of the City, to the district.

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

The district is located in the vicinity of Cypresswood Drive, Holzwarth Road, Louetta Road, and Interstate Hwy 45.  The district desires to add two (2) tracts of land totaling 3.1377 acres, thus yielding a total of 1,284.4964 acres.  The district is served by a district plant, the Harris County Water Control and Improvement District No. 110 Wastewater Treatment Plant. The nearest major drainage facility for Harris County Water Control and Improvement District No. 110 is Spring Creek, which flows into the San Jacinto River, and finally into Lake Houston.

Potable water is provided by the district.  By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.

The Utility District Review Committee recommends that the subject petition be approved.
