Background:

S12-E25830 - Approve spending authority to issue payment to Paradigm Traffic Systems, Inc. in an amount not to exceed $356,215.00 for Intelligent Traffic System (ITS) control cabinets for the Department of Public Works & Engineering.

SPECIFIC EXPLANATION:
The Director of the Department of Public Works & Engineering and the Chief Procurement Officer recommend that City Council approve spending authority to issue payment to Paradigm Traffic Systems, Inc. in an amount not to exceed $356,215.00 for Intelligent Traffic System (ITS) control cabinets for the Department of Public Works & Engineering (PWE) and that authorization be given to issue an automated (SAP) purchase order.

On April 18, 2016, PWE/Traffic Operations Division experienced damages beyond repairs to many of the ITS control cabinets due to the April Tax Day flooding. ITS control cabinets were exposed to high moisture levels that caused corrosion and replacements were needed immediately to restore normal traffic control operations to insure the safety of the citizens and employees servicing the affected areas. Without these control cabinets, the traffic signal lights would not work properly and posed a public health and safety hazard, which could lead to increased traffic and accidents at various intersections throughout the City. The Strategic Procurement Department issued a purchaser order to Paradigm Traffic Systems, Inc. on April 26, 2016 to address the flood damage to the City’s traffic signal controllers and immediately replace the ITS control cabinets.

This purchase consisting of 21 traffic signal controller cabinets that will be used to replace damaged traffic signal controller cabinets at various intersections throughout the City so that traffic control and public safety can be restored quickly on City streets. These traffic signal controller cabinets will come with a one-year from the time of installation on materials and workmanship, and will have a life expectancy of twenty years.


Fiscal Note:
Funding for this item is included in the FY2017 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policy Ord. 2014-1078.
