The Houston Fire Department recommends that City Council adopt an ordinance appropriating $344,264.20 from the FY 2017 Equipment Acquisition Consolidated Fund for purchase of capital equipment to be used by the Houston Fire Department.
SPECIFIC EXPLANATION:
The Fire Chief recommends that City Council adopt an Ordinance authorizing the appropriation of $344,264.20 from the FY 2017 Equipment Acquisition Consolidated Fund for the purpose of capital equipment items for HFD as approved in the FY2017-2021 Capital Improvement Plan. The Appropriation ordinance is required to provide funding for the purchase of capital equipment by utilizing current City contract agreements or issue a purchase order for purchases under $50,000.00
Aqualung Dry Suit: PPE used by Rescue personnel entering Flood waters to protect themselves from Bio-Hazardous contaminants, Hypothermia, Cuts/Lacerations from Surface/Sub-Surface objects.
Type 5 PFD's (Personal Floatation Devices) - Universal Swift Water Rescuer Vest: Needed to replace older Type V Personal Floatation Devices that are reaching the end of their useful service life of 10 years. This item is a life jacket designed for use by rescuers.
USAR Garment - Lion Versa Pro Plus Coat & Pant: PPE used by rescue personnel working in confined spaces, motor vehicle extrications and structural collapses. Current gear is not holding up to the demand that the Technical Rescue Team put it through.
Water Rescue Boots - Water Tennie Black Boots: Water rescue boots used by rescue for water rescue events. The current water boots are reaching the end of their useful service life of 5 years.
Shipping Fee for Rescue gear: One time cost for shipping the Rescue Gear from vendor.
Power/ Hydraulic Stretchers (includes all accessories and XPS option): These innovative battery powered stretchers raise and lower patients using a touch button system which dramatically reduces strenuous lifting and also reduces the risk of back injury.
Stair Chairs: This new EZ Glide w/track Stair chair glides patient loads up to 500 lb. down stairs without carrying or lifting. Its one-inch track-to-ground clearance and front swivel wheels provide superior maneuverability over carpet and confined spaces such as stair landings.
BullsEye™ Laser Extinguishers/SmartExtinguisher® Training Extinguishers: Replace on-going training equipment for public education.
Shipping & Handling Fee for Laser extinguisher: One time cost for shipping & handling for the Laser extinguisher for HFD's Public Affairs division.
Toughpads w/ accessory kit: Patient Care Reports at Special Events. This allows the Special Events team to assist patients in large crowds and areas that might not be near emergency vehicles.
