Specific Explanation:
The Director of the Department of Public Works & Engineering and the Chief Procurement Officer recommend that City Council approve spending authority to issue payment to Five Star Electric Motors, Inc. in an amount not to exceed $109,825.00 for replacement services of a 400 HP Variable Frequency Drive for the Department of Public Works & Engineering.
On March 3, 2016, a purchase order was issued to purchase a new Variable Frequency Drive that provides pumping capacity from the pre-treatment basins to the ground storage tanks at the Department’s Northeast Water Purification Plant (NEWPP). This drive is a critical piece of equipment as the pump it supports is the sole backup pump available for this operation. If the primary and backup pumps fail, the Plant will not be able to meet its potable drinking water capacity requirements. The existing Variable Frequency Drive was not repairable because the components of the existing unit were obsolete. Replacement of the unit was needed immediately to restore normal operations and maintain minimum pressures and potable drinking water capacity throughout the NEWPP’s distribution system, as promulgated by Federal and State regulations.
The scope of work required the contractor to furnish all parts, labor, equipment, tools, supervision and transportation necessary to remove, disassemble, replace and startup the NEWPP’s Variable Frequency Drive that failed. This replacement service should sustain the functionality of the NEWPP’s variable frequency drive for an additional 10 to 15 years.
Fiscal Note:
Funding for this item is included in the FY17 Adopted Budget. Therefore, No Fiscal Note is required as stated in the Financial Policy Ord. No.: 2014-1078.
