SUBJECT: Petition for the City’s consent to the addition of four (4) tracts of land totaling 57.2900 acres to Northwest Harris County Municipal Utility District No. 5 (Key Map No. 327M; 328K; 328P; 328E; 328J).
RECOMMENDATION: Petition for the City’s consent to the addition of four (4) tracts of land totaling 57.2900 acres to Northwest Harris County Municipal Utility District No. 5 be approved.
SPECIFIC EXPLANATION: Northwest Harris County Municipal Utility District No. 5 has petitioned the City of Houston for consent to add four (4) tracts of land totaling 57.2900 acres, located in the extraterritorial jurisdiction of the City, to the district.
The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.
The district is located in the vicinity of Cypress Creek, Telge Road, Boudreaux Road, and Eldridge Parkway. The district desires to add four (4) tracts of land totaling 57.2900 acres, thus yielding a total of 2,699.5140 acres. The district is served by a district plant, the Northwest Harris County Municipal Utility District No. 5 Sewage Treatment Plant No. 1 and 2, and a regional plant, the Northwest Harris County Municipal Utility District No. 15 Sewage Treatment Plant. The Northwest Harris County Municipal Utility District No. 15 Sewage Treatment Plant also serves Harris County Municipal Utility District No. 273, Harris County Municipal Utility District No. 280, Harris County Municipal Utility District No. 281, Harris County Municipal Utility District No. 282, and Northwest Harris County Municipal Utility District No. 15. The nearest major drainage facility for Northwest Harris County Municipal Utility District No. 5 is Faulkey Gully, which flows to Cypress Creek, then to Spring Creek, then to the San Jacinto River, and finally into Lake Houston.
Potable water is provided by the district. By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.
The Utility District Review Committee recommends that the subject petition be approved.
