SUBJECT: Professional Engineering Services Contract between the City and ADS LLC d/b/a ADS Environmental Services for Field Support Services for Wastewater System Modeling and Master Planning.
RECOMMENDATION: (Summary)
It is recommended City Council adopt an ordinance approving a Professional Engineering Services Contract with ADS LLC d/b/a ADS Environmental Services for a Citywide Wastewater Field Support for Wastewater Modeling and Master Planning and authorizing the allocation of funds.
PROJECT NOTICE/JUSTIFICATION: This contract supports the citywide wastewater modeling and master planning responsibilities of the Infrastructure Planning Branch.
DESCRIPTION/SCOPE: This project consists of the field support necessary for hydraulic modeling and planning to identify hydraulic deficiencies in the wastewater collection and treatment system. The information helps identify expansion and improvement needs to accommodate projected growth and ensure regulatory compliance. The Contractor will perform work as authorized by specific work orders to do citywide flow and rain monitoring, manhole inspections and survey, pump station testing.
LOCATION: The project location and limits will be established by the work order.
SCOPE OF CONTRACT AND FEE: This project will provide required field support for the development and updating of the computer hydraulics models of the wastewater treatment plant service areas. As authorized by specific work orders, the Contractor will perform citywide monitoring, testing, and analysis of the City system.
The negotiated maximum contract amount for these basic services is $ 6,000,000.00 for three fiscal years; FY17 through FY19. There will be no Phase II- Final Design or Phase III- Construction Phase services and no additional services for this project. The total cost of this project is $6,000,000.00 to be allocated for Contract services.
PAY OR PLAY PROGRAM:
The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Consultant provides health benefits to eligible employees in compliance with City policy.
M/WBE PARTICIPATION: The M/WBE goal for the project is set at 24 %.The Consultant has proposed the following firms to achieve this goal.
