Summary:

ORDINANCE awarding Work Order Sidewalk Repair Contract to GRAVA LLC; appropriating any and all contributed funds as received into the fund for the purposes set out herein

Background:

SUBJECT: Contract Award for Privately Funded Sidewalk Repair, Replace and Installation Program.  WBS No. N-I32609-0002-4

 

RECOMMENDATION:  (Summary)

Accept low adjustment factor and award Construction Contract.

 

PROJECT NOTICE/JUSTIFICATION:  This project is part of the continuing effort by the City to improve pedestrian safety by constructing request-based sidewalks throughout the City of Houston under the Privately Funded Sidewalk Repair, Replace and Installation Program and is required to meet the needs of the residents.

 

DESCRIPTION/SCOPE: This project consists of sidewalk improvements at various locations within the City. The Contract duration for this project is 365 calendar days. This project was designed by Department of Public Works and Engineering.

 

LOCATION:   The is a work order project located in various Key Map Grids.

 

BIDS:   This project was advertised for bidding on April 8, 2016.  Proposals were received on April 28, 2016.  The two proposals are as follows:

AWARD:  It is recommended that this construction contract be awarded to Grava LLC with a low adjustment factor of 1.20.

 

PROJECT COST:    The total cost of this project will be calculated based on the estimate provided to the property owner which includes adjustment factor, salary recovery, bonds and material testing services.

 

Engineering and Testing Services will be provided by the Contractor.

 

Construction Management Services will be provided by Public Works and Engineering.

 

HIRE HOUSTON FIRST: Hire Houston First does not apply to this contract based on the determination that compliance with the ordinance would unduly interfere with contract needs.

 

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.

 

M/WSBE PARTICIPATION: No City M/WBE participation goal was established for this project as no City funds will be utilized.
