Authorize the acceptance of work and final payment in the amount of $579,872.27 to Kenmar General Contracting, LLC for the noise mitigation of eleven homes in the North Hollow Subdivision in the vicinity of George Bush Intercontinental Airport.
SPECIFIC EXPLANATION:
The Department of Transportation, Federal Aviation Administration (FAA) has mandated certain actions associated with the August 2000 George Bush Intercontinental Airport/Houston (IAH) Runway 8L-26R Environmental Impact Statement (EIS).
The City of Houston was awarded $6.4 million in Residential Noise Mitigation Grant funds to allow the City to mitigate aircraft noise by insulating 183 homes in the North Hollow Subdivision in the vicinity of George Bush intercontinental Airport.
On November 12, 2014, Council approved a construction contract with Kenmar General Contracting, LLC, and appropriated the sum of $579,872.77for the Residential Noise Mitigation of eleven (11) homes in the North Hollow Subdivision.
Kenmar General Contracting, LLC, has completed all the work required under the contract in the amount of $579,872.77 at George Bush Intercontinental Airport/Houston (IAH).
The improvements to the 11 homes consisted of the replacement of windows and doors and the installation of air conditioning units, insulation and upgrades to the electrical systems, all to mitigate the noise levels in these homes associated in part with aircraft overflights.
During construction, the project was managed and inspected by Houston Airport Systems (HAS) personnel.
ENGINEERING SERVICES TESTING CONTRACT:
No appropriation was required for engineering and testing services for this project.
FISCAL NOTE: This RCA closes out an existing construction contract. No additional funds are being requested therefore no Fiscal Note is required.
PROJECT COSTS:
The final contract amount is $579,872.77. There were no Change Orders. The final contract amount is or equal to the original contract amount of $579, 872.77.
The term of the project was 115 calendar days. The completion time for the work was 222 days.

PAY OR PLAY:
The proposed contract required compliance with the City’s “Pay or Play” ordinance regarding health benefits for employees of City contractors. Kenmar General Contracting, LLC provided benefits for some employees but paid into the Contractor Responsibility Fund for others, in compliance with City policy.
HIRE HOUSTON FIRST:
This project was funded through Federal Aviation Administration (FAA) funding, and therefore exempt from Hire Houston First requirements.
DBE PARTICIPATION:
The Disadvantaged Business Enterprise (DBE) goal for this contract is 35%. Kenmar General Contracting, LLC, a certified DBE firm, self-performed 74.53% ($447,076.10) of the overall total amount of the contract which counted toward DBE participation, earning an “Outstanding” rating by the Office of Business Opportunity.
