Background:

S44-S23117-A3 - Amend Council Motion No. 2009-0610, passed August 12, 2009 (as amended by Council Motion Nos. 2014-0765 and 2015-0890) to increase the spending authority from $3,486,869.00 to $3,735,167.70 for the purchase of personal protective gear for the Houston Fire Department.

 

Specific Explanation:

The Interim Fire Chief of the Houston Fire Department and the Chief Procurement Officer recommend that City Council amend the above-referenced Council Motions to increase the spending authority of the award to Morning Pride MFG dba Honeywell First Responder Products from $3,486,869.00 to $3,735,167.70 for the purchase of personal protective gear for the Houston Fire Department (HFD).

 

This award began August 18, 2009 for a 60-month term in an amount not to exceed $2,801,947.00.  Council Motion No. 2009-0610 was amended on August 6, 2014 by Council Motion No. 2014-0765 to extend the expiration date to December 31, 2015 and to increase the spending authority from $2,801,947.00 to $3,486,869.00.  Council Motion No. 2014-0765 was amended on December 16, 2015 by Council Motion No. 2015-0890 to extend the expiration date to December 31, 2016.  Expenditures as of October 19, 2016 totaled $3,486,741.67. 

  

The current spending authority was exhausted sooner than anticipated due to a fire that contaminated the firefighters’ personal protective gear.  This contamination resulted in the inventory being reduced below the department’s desired stock levels.  Insufficient inventory could lead to stock-outs, which in turn delays public services from happening and could affect the health or safety of the citizens of Houston.  Additionally, the National Fire Protection Association (NFPA) has issued a new standard for air packs. The Houston Fire Department can no longer purchase the air pack that is currently in use because it is out of compliance by more than two NFPA standards.  As a result, HFD must change their hoods because of the new mask style.  Since HFD still has the current air packs in use, they must continue to purchase the hoods that are on the current award. Also, HFD's aggressive hiring, due to a decline in the classified headcount since FY13, requires the purchase of gear for firefighters and 80 new cadets. Therefore, the increased spending authority in an amount not to exceed $248,298.70 is needed to meet the department’s operational needs through the awarded term. 

 

The Houston Fire Department utilizes this award for the purchase of personal protective gear for firefighters while stationed citywide, including the Hobby and George W. Bush Intercontinental Airports.  This award consists of, but is not limited to, bunker gloves, rubber boots, leather boots, suspenders, safety helmets, face shields, face shield bracket kits, and hoods.

Hire Houston First:

This procurement is exempt from the City's Hire Houston First ordinance.  Bids/proposals were solicited prior to the passing of the Hire Houston First Ordinance in September 2011.

     

Fiscal Note:

Funding for this item is included in the FY17 Adopted Budget.  Therefore, no Fiscal Note is required as stated in the Financial Policy Ord. 2014-1078.
