Agenda Item#: 27.

Summary:

ORDINANCE consenting to the addition of 8.661 acres of land to NORTHPOINTE WATER CONTROL AND IMPROVEMENT DISTRICT for inclusion in its district

Background:

SUBJECT: Petition for the City’s consent to the addition of 8.6610 acres to NorthPointe Water Control and Improvement District (Key Map No. 328K; 328P).

RECOMMENDATION: Petition for the City’s consent to the addition of 8.6610 acres to NorthPointe Water Control and Improvement District be approved.

SPECIFIC EXPLANATION: NorthPointe Water Control and Improvement District has petitioned the City of Houston for consent to add 8.6610 acres, located in the extraterritorial jurisdiction of the City, to the district.

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

The district is located in the vicinity of Spring Cypress Boulevard, Grant Road, Faulkey Gully, and North Eldridge Parkway.  The district desires to add 8.6610 acres, thus yielding a total of 1,967.9720 acres.  The district will provide storm water drainage only. Contingent upon City Council approval, this tract will also be annexed by Northwest Harris County Municipal Utility District No. 5, which will provide water and sanitary sewer service. Sewer treatment will be provided by the Northwest Harris County Municipal Utility District No. 15 Wastewater Treatment Plant. The nearest major drainage facility for NorthPointe Water Control and Improvement District is Cypress Creek, which flows into Spring Creek, then to the San Jacinto River, and finally into Lake Houston

By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.

The Utility District Review Committee recommends that the subject petition be approved.
