Summary:

ORDINANCE approving and authorizing Amendment No. 1 to Professional Services Contract between the City of Houston and TURNER & TOWNSEND, INC for Executive Program Management Services for the Houston Airport System (Project No. 800; Contract No. 4600013156) - DISTRICTS B - DAVIS; E - MARTIN and I - GALLEGOS

Background:

Enact an Ordinance to approve Amendment No. 1 to the Professional Services Agreement between the City of Houston and Turner & Townsend, Inc. for Executive Program Management Services for the Houston Airport System to revise and clarify contract language.

 

SPECIFIC EXPLANATION:

The Houston Airport System (HAS) has identified a significant need for the development of additional facilities at the George Bush Intercontinental Airport (IAH) to accommodate aircraft, passengers, and cargo departing to, and arriving from, domestic and international destinations on scheduled and chartered flights.

 

To support the airlines’ growth plans in Houston, the HAS and airlines will complete a major capital improvement program, known as the IAH Terminal Redevelopment Program (ITRP), that will include constructing a new 11-gate concourse on the north side of Terminal B, becoming the “New Terminal C North” and reconstructing and integrating the existing Terminal C North and Terminal D into a new single common-use international facility (the Mickey Leland International Terminal).  The expansion of the terminal facilities may necessitate and enlargement of certain components of the existing Federal Inspection Services (FIS) facility.  The improvement plan will also include several enabling projects to serve the newly constructed facilities as well as a new roadway system and airfield improvements.

 

On February 25, 2015, Houston City Council enacted an ordinance, approving a Professional Executive Program Management Services Agreement with Turner & Townsend, Inc. for the Houston Airport System and appropriated the necessary funds to finance the cost of these services.

 

The Executive Program Management’s (EPM) scope of services includes the responsibility for providing effective leadership and management as an extension of airport staff to ensure the successful completion and commissioning of the ITRP and other assigned HAS capital projects in compliance with the approved scope, schedule and budget and high level of quality.  Separate contracts have been issued for Program Support Services (PMSS) to provide those services, systems and personnel staffing required and approved in support of the ITRP.

 

Serving as an extension of HAS executive staff, the Turner & Townsend, Inc. EPM Team, consisting of five (5) positions: an Executive Program Manager, and Managers of Program Controls, Design, Construction, and Projects,  will provide the cohesive, seamless, and successful oversight, strategies, evaluation, and direction throughout the entire Program.    

 

It is now requested that Council approve Amendment No. 1 which revises certain contract language to clarify requirements, summarized as follows:

 

  • Clarification on the application of the 2.15 multiplier;
  • Incorporation of a revised Exhibit B – Consultants Maximum Hourly Rates;
  • Clarification around Reimbursable Expenses, specifically related to travel and leased vehicles; and, Add one additional position to Exhibit A, Consultant’s Team Composition, for the Manager of Infrastructure Projects.

 

It is anticipated that during the 8-year contract term, HAS will be requesting City Council approval of additional appropriations, however no additional appropriation is being requested at this time.  All expenditures made in connection with ITRP will be treated as capital investment and will be recovered through the rates and charges established for use of the new international facility upon completion and opening for commercial operations.
