S40-E25876 - Approve the purchase of garbage and recycling trucks through the Houston-Galveston Area Council (H-GAC) in the total amount of $8,706,913.04 for the Solid Waste Management Department.
Specific Explanation:
The Director of the Fleet Management Department and the Chief Procurement Officer recommend that City Council approve the purchase of twenty-five (25) garbage and recycling trucks through the Interlocal Agreement for Cooperative Purchasing with the Houston-Galveston Area Council (H-GAC) in the total amount of $8,706,913.04 for the Solid Waste Management Department and that authorization be given to issue purchase orders to the H-GAC contractors, as shown below. These garbage and recycling trucks will be used by the Department to collect residential waste garbage and residential recycling materials in the service of 398,000 residences. The funding is included in the adopted FY 17 Equipment Acquisition Plan.
A State of Texas TCEQ Grant will reimburse the City $125,000.00 per hybrid unit totaling $2,250,000.00.
Chastang Enterprises, Inc. dba Chastang's Bayou City Autocar: Approve the purchase of eighteen (18) new 62,000-lb. Gross Vehicle Weight Rating (GVWR) hybrid powered cabs and chassis and seven (7) diesel powered cab and chassis in the amount of $5,324,982.04.
Texan Waste Equipment, Inc. dba Heil of Texas: Approve the purchase of eighteen (18) new 33-cu. yd. high compaction auto side loader bodies including mounting on the new 62,000-lb. GVWR hybrid powered cabs and chassis being purchased from Chastang's Bayou City Autocar in the amount of $2,579,472.00.
McNeilus Financial, Inc. dba McNeilus Truck and Manufacturing Co.: Approve the purchase of seven (7) new 33-cu. yd. high compaction auto side loader bodies including mounting on the new 62,000 -lb. GVWR diesel powered cabs and chassis being purchased from Chastang's Bayou City Autocar in the amount of $802,459.00.

Hire Houston First:
The procurement is exempt from the City's Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal Agreement for this purchase.
Fiscal Note:
There is no estimated impact to the operating and maintenance costs as a result of this CIP project. Therefore, no Fiscal Note is required as stated in the Financial Policy Ord. 2014-1078.
