The policies and procedures to for Honorary Street Markers were established by City Council motion in 1993 as a way for the community to recognize individuals who have contributed significantly to the Houston community through service or other accomplishments. The recognition is in the form of a small marker bearing the individual’s name that is placed on a local street, typically on an existing stanchion. The approved guidelines and an example of the marker are attached.
On May 9, 2016, Friendship Missionary Baptist Church requested that the City install an Honorary Street Marker to recognize the accomplishments of Reverend Franklin Delano Sampson, Sr. Reverend Sampson has overseen Friendship Missionary Baptist Church for more than forty-five years. Additionally, Reverend Sampson administers more than 25 ministries that provide supportive programs and social services, such as food distribution, youth mentorship, and HIV/AID awareness. A summary of Reverend Sampson’s contributions to the community is attached.
The Planning and Development Department has reviewed the request and recommends approval of a sign that reads “F.D. Sampson, Sr.” in accordance with the Honorary Street Marker policy. The proposed Honorary Street Marker will be located on Bennington Street near its intersection with Lockwood Drive. It is on this block that Friendship Missionary Baptist Church is located.
The Traffic Division of the Department of Public Works and Engineering is responsible for the fabrication, installation and maintenance of the marker. The cost is $300 and is paid for by PWE.
