SPECIFIC EXPLANATION: The General Services Department (GSD) recommends that City Council award a construction contract to Times Construction, Inc. on the proposal amount of $5,778,000.00 to provide construction services for Judson Robinson Sr. Community Center for the Houston Parks and Recreation Department.
PROJECT LOCATION: 1422 Ledwicke (Key Map No. 495L)
PROJECT DESCRIPTION: The project involves the construction of a new 11,798 sf Judson Robinson Sr. Community Center and associated parking. Once completed, the old community center will be demolished and additional parking spaces constructed. Also included in the scope of work will be the renovation of the basketball pavilion, development of a lighted and irrigated football field, new playground, underground site detention, concrete sidewalks, landscaping and irrigation to the trees. This project is funded in part with $445,454.00 from the District B Council District Service Fund and includes replacement of the entire length of the existing asphalt pedestrian trail along Ledwicke with a new concrete pedestrian trail.
The contract duration for this project is 550 calendar days. Harrison Kornberg Architects is the design consultant for this project.
PROPOSALS: On July 31, 2015 and August 7, 2015, GSD advertised a Request for Competitive Sealed Proposals (CSP) for construction services for the Judson Robinson Sr. Community Center. The CSP contained selection criteria that ranked respondents on experience, contractor responsibility, safety, LEED history and M/WBE compliance. The Statements of Qualifications were due on August 20, 2015 and five firms responded. GSD evaluated the respondents and four of the five firms received sufficient points and were requested to submit proposals. Two of the four selected firms submitted responsive proposals. Times Construction, Inc. submitted the lowest proposal and offers the best value for the City based on the advertised criteria.

AWARD: It is recommended that City Council award the construction contract to Times Construction, Inc., and appropriate funds for the project, including an additional appropriation of $69,429.00 for engineering and materials testing services under an existing contract with QC Laboratories, Inc., and $108,000.00 for construction inspection services under an existing contract with Brian Smith Construction Inspections, Inc.

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s “Pay or Play” Ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides benefits to eligible employees in compliance with City policy.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s “Hire Houston First” (HHF) Ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Times Construction, Inc. is a designated HHF company, but they were the successful awardee without application of the HHF preference.
