SUBJECT: East Downtown Management District - Dog Park
SPECIFIC EXPLANATION: The General Services Department recommends approval of an Interlocal Cooperative Agreement between the City of Houston and East Downtown Management District (EDMD) for the design and construction of a dog park on Bastrop Street, between Polk Street and Clay Street. It is expected that the Contributed Capital Project Fund will be reimbursed from the Council District I Service Budget.
The City owns the right-of-way on Bastrop Street. EDMD desires to design and construct a dog park within these boundaries. The dog park will be approximately 9,600 square feet and have separate area for large and small dogs.
Under the terms of the Agreement, EDMD will be responsible for the cost of the design and construction of the project, and the City will contribute an amount not to exceed $116,500.00 to EDMD for reasonable costs associated with the project. EDMD will provide regular project updates to the City and must submit all design plans to the City for approval, prior to the City making any payment.
Upon completion of the project, EDMD is responsible for the maintenance, repair and replacement of the dog park, and will execute a written amendment with the City to add the dog park as an additional maintenance obligation under the existing Maintenance Agreement between the parties dated January 31, 2013.
Ownership of the dog park shall remain in the City of Houston.
