Summary:

ORDINANCE appropriating $5,392,000.00 out of Water & Sewer System Consolidated Construction Fund, $11,440,618.00 from Street & Traffic Control and Storm Drainage DDSRF and $3,632,382.00 from Street & Traffic Control and Storm Drainage DDSRF-A, awarding contract to TOTAL CONTRACTING LIMITED for Neighborhood Street Reconstruction Project 467; setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for engineering, testing, CIP Cost Recovery, construction management and contingencies relating to construction of facilities financed by the Water & Sewer System Consolidated Construction Fund and Street & Traffic Control and Storm Drainage DDSRF - DISTRICT C - COHEN

Background:

SUBJECT:  Contract Award for Neighborhood Street Reconstruction (NSR) Project 467. WBS No. N-000400-0001-4, R-000500-0125-4 and S-000500-0125-4

 

RECOMMENDATION:  Accept low bid, award construction Contract and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION:  This project is part of the Capital Improvement Plan which replaces existing residential streets that have been deteriorated beyond economical repair and normal maintenance, and improves drainage.

 

DESCRIPTION/SCOPE:  This project consists of neighborhood street reconstruction.  The proposed improvements will consist of concrete roadways with curbs, sidewalks and underground utilities, as required.

 

The Contract duration for this project is 750 calendar days.  This project was designed by Van De Wiele & Vogler, Inc.

 

LOCATION:  This project is generally bounded by West Alabama on the north, Richmond on the south, Spur 527 on the east and Montrose on the west.  The project is located in Key Map Grids 493S, 493T, 493W and 493X.

 

BIDS:   This project was advertised for bidding on February 19, 2016.  Bids were received on April 14, 2016.  The seven bids are as follows:

AWARD:  It is recommended that this construction contract be awarded to Total Contracting Limited with a low bid of $17,397,945.75 and that Addendum Number 1, Addendum No. 2, and Addendum Number 3 be made a part of this Contract.

 

PROJECT COST:  The total cost of this project is $20,550,000.00 to be appropriated as follows:

Engineering and Testing Services will be provided by Tolunay-Wong Engineers, Inc. under a previously approved contract.  Construction Management Services will be provided by United Engineers, Inc., Inc. under previously approved contract.

 

HIRE HOUSTON FIRST:  The proposed contract requires compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston business and supports job creation.  In this case, the proposed contractor meets the requirements of Hire Houston First.

 

PAY OR PLAY PROGRAM:  The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors.  In this case, the Contractor has elected to pay into the Contractor Responsibility Fund in compliance with City policy.

All known rights-of-way, and easements have been acquired.  Driveway rights-of-entry are in the process of being acquired.

 

ATT duct bank relocation is scheduled to be complete by November 2016.
