Summary:

ORDINANCE appropriating $363,300.00 out of Water & Sewer System Consolidated Construction Fund, awarding contract to TEXAS PRIDE UTILITIES, LLC for Wastewater System/Substitute Service Support - Beverly, Fugate; setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for engineering, testing, CIP Cost Recovery, and contingencies relating to construction of facilities financed by the Water & Sewer System Consolidated Construction Fund - DISTRICTS C - COHEN and H - CISNEROS

Background:

SUBJECTContract Award for Wastewater System/Substitute Service Support – Beverly, Fugate. WBS No. R-002015-0020-4

 

RECOMMENDATION:  (Summary)  Accept low bid, award construction Contract and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the Neighborhood Back Lot Wastewater Substitute Service Program and is required to provide relocation of sanitary sewer service lines from back lots to front lots.

 

DESCRIPTION/SCOPE: This project consists of the relocation of sanitary sewer lines for 72 properties. The relocations include the abandonment of sanitary sewer service lines to the back lot sewer mains and the connection of new sanitary sewer service lines to sewer mains within the street right-of-way. The Contract duration for this project is 270 calendar days. This project was designed by Infrastructure Associates, Inc.

 

LOCATION: The project is located in three areas. The first area is generally bounded by East 7 ½ Street on the north, East 6 ½ Street on the south, Studewood Street on the east and Oxford Street on the west. The second area is generally bounded by Algregg Street on the north, Fugate Street on the south, Julian Street on the east and Michaux Street on the west. The third area is generally bounded by White Oak Bayou on the north, Cottage Street on the south, Trimble Street on the east and Karnes Street on the west. The project is located in Key Map Grids 453X, 453Y and 493A.

 

BIDS:   This project was advertised for bidding on April 1, 2016.  Bids were received on April 28, 2016.  The six (6) bids are as follows:

AWARD:  It is recommended that this construction contract be awarded to Texas Pride Utilities, LLC with a low bid of $319,850.00 and that Addendum Number 1 be made a part of this Contract.

 

PROJECT COST:  The total cost of this project is $363,300.00 to be appropriated as follows:

·                  Contingencies                                          $  15,992.50

·                  Engineering and Testing Services           $    5,000.00

·                  CIP Cost Recovery                                  $  22,457.50

 

Engineering and Testing Services will be provided by Geoscience Engineering and Testing, Inc. under a previously approved contract.

 

HIRE HOUSTON FIRST:  The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation.  In this case Texas Pride Utilities, LLC is a designated HHF company, but they were the successful awardee without application of the HHF preference.

 

PAY OR PLAY PROGRAM:  The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors.  In this case, the Contractor has elected to pay into the Contractor Responsibility Fund in compliance with City policy.

 

M/WSBE PARTICIPATION:     No City M/WSBE participation goal is established for this project as the contract does not exceed the threshold of

$1,000,000.00 required for a goal oriented contract per Section 15-82 of the Code of Ordinances.

 

All known rights-of-way, easements and/or right-of-entry required for the project have been acquired.
