Summary:

ORDINANCE appropriating $8,594,000.00 out of Water & Sewer System Consolidated Construction Fund; awarding contract to INDUSTRIAL TX CORPORATION for East Water Purification Plant Building Improvements; setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for engineering testing, CIP Cost Recovery, construction management and contingencies relating to construction of facilities financed by the Water & Sewer System Consolidated Construction Fund - DISTRICT E - MARTIN

Background:

SUBJECT:  Contract Award for East Water Purification Plant (EWPP) Building Improvements. WBS Number S-000056-0081-4

 

RECOMMENDATION:  (Summary)  Accept low bid, award construction contract and appropriate funds.

 

DESCRIPTION/SCOPE: The project consists of building improvements at Plant 3 Chemical Building Number 1, Chemical Building Number 2 and the Sludge Building; roof repairs at the Administration Building at Plants 1 & 2. Renovation work includes plumbing, internal partitions, doors, flooring, air conditioning and water supply lines. It also includes installation of new 4.16 kV switchgear with new feeder cables, installation of new 4.16 kV primary selective switchgear, unit substation transformers, motor control centers, switchboards, panelboards, electrical transformers; removal and replacement of 4.16 kV feeder cables in existing duct bank and reconnection at the Main Switchgear at Plant 3 High Service Pump Station.

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s Capital Improvement Program to increase the safety, reliability and the efficiency of operations for selected buildings at the East Water Purification Plant.

 

 The contract duration for this project is 540 calendar days. This project was designed by Huitt-Zollars, Inc.

 

LOCATION: This project is located at 2300 Federal Road in key map grids 496 U and Y.

 

BIDS:   This project was advertised for bidding on April 1, 2016.  Bids were received on April 28, 2016. The four (4) bids are as follow:

AWARD: It is recommended that this construction contract be awarded to Industrial TX Corporation with a low bid of $7,498,335.00 and that Addendum Number 1 be made a part of this contract. 

 

PROJECT COST:  The total cost of this project is $8,594,000.00 to be appropriated as follows:

Engineering and Testing Services will be provided by HTS, Inc. Consultants under a previously approved contract.

 

Construction Management Services will be provided by CB&I Environmental & Infrastructure, Inc. under a previously approved contract.

 

HIRE HOUSTON FIRST:    The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation.  In this case, Industrial TX Corporation is a designated HHF company, but they were the successful awardee without application of the HHF preference.

 

PAY OR PLAY PROGRAM:  The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.
