Summary:

ORDINANCE appropriating $8,677,463.00 out Water & Sewer System Consolidated Construction Fund; awarding contract to SYNAGRO OF TEXAS-CDR, INC for Wastewater Process Unit Cleaning and Evaluation; setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for contingencies relating to construction of facilities financed by the Water & Sewer System Consolidated Construction Fund

Background:

SUBJECTContract Award for Wastewater Process Unit Cleaning and Evaluation, WBS No. R-000265-0143-4.

 

RECOMMENDATION:  (Summary)  Accept low bid, award construction contract, and appropriate funds.

 

SPECIFIC EXPLANATIONThis project is required to help regain wastewater treatment plant process units and lift station wet wells capacity, prevent solids migration from one process unit to another, extend the operating life of various pieces of equipment, and allow inspection of the cleaned process units to identify needed rehabilitation. City maintenance crews complete some limited rehabilitation tasks immediately. Larger rehabilitation tasks become part of a future CIP project scope of work.

 

DESCRIPTION/SCOPE: This project consists of wastewater process unit cleaning and evaluation. The contract duration for this project is 1460 calendar days. 

 

LOCATION:  The project area is generally bounded by the City Limits.

 

BIDS:  Two (2) bids were received on April 28, 2016 for this project as follows:

AWARD: It is recommended that this construction contract be awarded to Synagro of Texas-CDR, Inc. with a low bid of $8,264,250.00.

 

PROJECT COST:  The total cost of this project is $8,677,463.00 to be appropriated as follows:

 

·        Bid Amount                                               $8,264,250.00

·        Contingencies                                               $413,213.00

 

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, the proposed contractor does not meet the requirements for HHF designation; no HHF firms were within three percent.  

 

PAY OR PLAY PROGRAM:  The proposed contract requires compliance with the City’s Pay or Play ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides health benefits to eligible employees in compliance with City policy.

 

M/WSBE PARTICIPATION:  The contractor has submitted the following proposed program to satisfy the 11.0% MBE goal, and 7.0% WBE goal for this project:
