RECOMMENDATION: (Summary) Pass a motion to approve the final Contract Amount of $7,634,290.22 or 0.67% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Capital Improvement Plan (CIP) and was necessary to construct storm drainage improvements to address and reduce the risk of structural flooding.
DESCRIPTION/SCOPE: The project consisted of construction of storm drainage improvements, water line and sanitary sewer lines, full width pavement along Rampart Street from south of Bissonnet Street to Holly Street, Pine street between Hillcroft Street and Renwick Drive, Valerie Street between Hillcroft Street and Rampart Street, and Flack Drive from Rampart Street to Valerie Street including curbs, sidewalk replacement, and driveways. Klotz Associates, Inc. designed the project with 390 calendar days allowed for construction. The project was awarded to SER Construction Partners, L.L.C. with an original Contract Amount of $7,686,124.15.
LOCATION: The project area is located at Rampart Street from South of Bissonnet to Flack Drive and from Rampart Street to South Renwick Drive. The project is located in Key Map Grid 531J.
CONTRACT COMPLETION AND COST: The Contractor, SER Construction Partners, L.L.C. has completed the work under the subject Contract. The project was completed on time with additional 26 days approved by Change Order Nos. 1 and 2. The final cost of the project, including overrun and underrun of estimated unit price quantities is $7,634,290.22, a decrease of $51,833.93 or 0.67% under the original Contract Amount.
The decreased cost is a result of the difference between planned and measured quantities. This decrease is primarily the result of an underrun in various Base Unit Price Items and Extra Unit Price Items, which was not necessary to complete the project.
M/WBE PARTICIPATION: The M/WBE goal established for this project was 18%. According to Office of Business Opportunity, the participation was 20.15%. Contractor’s M/WBE performance evaluation was rated Outstanding.
