Sole Source for S33-E23887-A1: Approve an ordinance authorizing a first amendment to the contract (4600010921) between the City of Houston and Honeywell International, Inc. to extend the contract term from June 24, 2016 to June, 24, 2021 and to increase the maximum contract amount from $1,197,410.01 to $2,906,016.51 for enhance software support services for the Houston Airport System (HAS).
Specific Information:
The Director of the Houston Airport System and the Chief Procurement Officer recommend that City Council approve an Ordinance authorizing a first amendment to extend the contract term for a maximum of sixty (60) months from June 24, 2016 to June 24, 2021 and to increase the spending authority from $1,197,410.01 to $2,906,016.51 for Enhanced Software Support Services between Honeywell International, Inc. and the City of Houston.
This initial contract was awarded on June 15, 2011 by Ordinance 2011-0471 for a five (5) year term in the amount of $1,197,410.01. Expenditures as of May 31, 2016 totaled $1,197,410.01. The increase to the maximum contract amount is necessary to allow the contractor to continue to provide enhanced software support services to William P. Hobby (HOU) and George Bush Intercontinental (IAH) Airports.
The contractor Honeywell International, Inc. is the sole and exclusive manufacturer of the existing airport security access control, surveillance, and badge credentialing systems hardware and software located at the George Bush Intercontinental (IAH), William P. Hobby (HOU), and Ellington (EFD) Airports. The systems are an integrated mission critical platform that enable HAS to satisfy requirements as outlined in Code of Federal Regulations 49 CFR 1542.201. The source code for the software is exclusive to Honeywell International, Inc. and is protected as a trade secret. This agreement provides enhanced software support that can only be provided by the manufacturer.
The scope of work requires the contractor to support and maintain various software and hardware components.

Hire Houston First:
This procurement is exempt from the City's Hire Houston First Ordinance. Proposals were not solicited because the department is utilizing a sole source contractor for this purchase.
