RECOMMENDATION: (Summary)
Accept low bid, award construction contract and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s Surface Water Transmission Program. This program is required to improve existing water distribution systems and to meet Harris-Galveston Coastal Subsidence District’s Legislative mandate to regulate the withdrawal of groundwater.
DESCRIPTION/SCOPE: This is a Work Order Contract for clearing and grubbing services in various locations throughout the City of Houston (City) to facilitate access to City’s easements. The clearing will involve the removal and disposal of all unwanted materials from the job site surfaces, such as trees, vegetation, boulders, and trash. The grubbing will involve the removal and disposal of all unwanted materials from underground, such as sod, boulders, stumps, roots, buried logs and other debris. Access is needed primarily to enable design consultants to access project sites on newly acquired and existing easements for the purpose of surveying, geotechnical, environmental and site specific investigations, and utility locations services. The scope of work will be determined by work orders which involves removing vegetation, trees, structures, and appurtences from the City’s easements. When necessary, construction of driveways, simple access roads, and gates on easements will be included in the work orders. Each work order will be issued on an as-needed basis. The contract duration for this project is 730 calendar days. This project was designed by Lockwood, Andrews & Newnam, Inc.
LOCATION: These work orders will be located throughout the City of Houston.
BIDS: Base unit prices have been determined by the Department of Public Works and Engineering. Bidders submitted an adjustment factor to be applied to the base unit prices. The price for each work order issued to the contractor will be calculated by multiplying the pre-determined base unit prices in the contract with the adjustment factor and with the quantities for the individual work orders. The original allocated contract amount for the entire project is $980,000.00. This project was advertised for bidding on February 26, 2016. Bids were received on March 24, 2016. The two (2) bids are as follows:

AWARD: It is recommended that this construction contract be awarded to Resicom, Inc. with an adjustment factor of 1.24 (at set bid amount of $980,000.00) and that Addendum 1 be made a part of this contract.
PROJECT COST: The total cost of this project is $1,185,000.00 to be appropriated as follows:
• Original Allocated Contract Amount $980,000.00
• Contingencies $49,000.00
• Engineering and Testing Services $50,000.00
• CIP Cost Recovery $70,425.00
• Construction Phase Engineering Services $35,575.00
Engineering and Testing Services will be provided by Terracon Consultants, Inc. under a previously approved contract.
Construction Phase Engineering Services will be provided by Lockwood, Andrews & Newnam, Inc. under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Resicom, Inc. is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the contractor has elected to pay into the Contractor Responsibility Fund in compliance with City policy.
M/W/SBE PARTICIPATION: No City M/W/SBE participation goal is established for this project as the contract amount does not exceed the threshold of $1,000,000.00 required for a goal oriented contract per Section 15-82 of the Code of Ordinances.
All known rights-of-way, easements and/or right-of-entry required for the project have been acquired.
