SUBJECT: Contract Award for Neighborhood Street Reconstruction (NSR) Project 456. WBS No. N-000388-0001-4, R-000500-0158-4 and S-000500-0158-4.
RECOMMENDATION: Accept low bid, award construction Contract and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the Capital Improvement Plan which replaces existing residential streets that have been deteriorated beyond economical repair and normal maintenance, and improves drainage.
DESCRIPTION/SCOPE: This project consists of neighborhood street reconstruction. The proposed improvements will consist of concrete roadways with curbs, sidewalks and underground utilities, as required.
The Contract duration for this project is 660 calendar days. This project was designed by Bury, Inc.
LOCATION: This project is generally bounded by Hammerly on the north, Brittmore Road to the east, IH-10 westbound frontage road to the south and Addicks Dam Road on the west. The project is located in Key Map Grids 449T, 449U, 449X, 449Y, and 489B.
BIDS: This project was advertised for bidding on March 25, 2016. Bids were received on April 28, 2016. The eleven bids are as follows:

AWARD: It is recommended that this construction contract be awarded to SER Construction Partners, LLC. with a low bid of $12,742,572.02 and that Addendum Number 1, Addendum No. 2, and Addendum Number 3 be made a part of this Contract.
PROJECT COST: The total cost of this project is $15,330,000.00 to be appropriated as follows:

· Contingencies $ 637,128.60
· Engineering and Testing Services $ 350,000.00
· Construction Management $ 960,000.00
· CIP Cost Recovery $ 640,299.38
Engineering and Testing Services will be provided by Terracon Consultants, Inc. under a previously approved contract. Construction Management Services will be provided by IDCUS, Inc. dba IDC, Inc. under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, SER Construction Partners, LLC is a designated HHF company, but they were successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
