Summary:

RECOMMENDATION from Director Department of Public Works & Engineering for approval of final contract amount of $1,571,816.98 and acceptance of work on contract with INDUSTRIAL TX CORP. for FY2013 Storm Water Pump Station and Flood Warning System Improvements  11.28% under the original contract amount - DISTRICTS H - CISNEROS and I - GALLEGOS

Background:

SUBJECT: Accept Work for FY2013 Storm Water Pump Station and Flood Warning System Improvements; WBS No. M-000241-0008-4.  

 

RECOMMENDATION: (Summary) Pass a motion to approve the final Contract Amount of $1,571,816.98 or 11.28% under the original Contract Amount, accept the Work and authorize final payment.  

 

PROJECT NOTICE/JUSTIFICATION: This project was part of the Capital Improvement Plan (CIP) and was necessary to construct storm drainage improvements and rehabilitate two pump stations.

 

DESCRIPTION/SCOPE: The project consisted of rehabilitation of two (2) existing pump stations at 4401 ½ Gulf Freeway, and 7506 E. Hardy Road.  The scope of work for these pump stations included but not limited to demolition of controls and removal of pump, instrumentation, and piping supports.  Construction work consisted of installation of new pavement, fencing, new controls, an emergency quick connect, piping, pumps, ladders, trash rack, and all associated hardware.   Chester Engineers, Inc. designed the project with 500 calendar days allowed for construction.  The project was awarded to Industrial TX Corp. with an original Contract Amount of $1,771,630.50.

 

LOCATION:  The project is located at 4401 ½ Gulf Freeway, Houston, Texas 77023 and 7506 E. Hardy Road, Houston, Texas 77022.  The project is located in Key Map Grids 494W and 453M.

 

CONTRACT COMPLETION AND COST:  The Contractor, Industrial TX Corp. has completed the work under the subject Contract.  The project was completed within the Original Contract Time.  The final cost of the project, including overrun and underrun of estimated unit price quantities is $1,571,816.98, a decrease of $199,813.52 or 11.28% under the original Contract Amount.

 

The decreased cost is a result of the difference between planned and measured quantities. This decrease is primarily the result of an underrun in various Base Unit Price Items and Extra Unit Price Items, which was not necessary to complete the project.

 

M/W/SBE PARTICIPATION:  The M/W/SBE goal established for this project was 18%.  According to Office of Business Opportunity, the participation was 35.76%.  Contractor’s M/W/SBE performance evaluation was rated Satisfactory.
