The Department of Public Works and Engineering (PWE) - Combined Utility System (CUS) has determined that Parcel SY15-059, consisting of 72,536 SF of land located at 134 Norview Street, legally described as Tracts 9D and 9E of the Halff Subdivision, S. W. Allen Survey, Abstract 94, Houston, Harris County, Texas, is surplus to its needs. All City departments with land needs were canvassed with no interest in the property except by HPARD. HPARD desires the property for future park development, and will use the property as a public greenspace until funds are available to develop the site.
The transfer of CUS assets to another City department’s inventory requires that payment of the equivalent value of the property be made to the CUS Fund. PWE Appraisal Services performed cost projection estimates of market value to determine the fund reimbursement cost of $108,804.00. Once appropriated, the funds will be transferred to the CUS Fund.
Therefore, the General Services Department recommends that City Council appropriate $108,804.00 out of the Parks & Recreation Dedication Fund, which represents the acquisition value of the parcel, to the PWE-W&S System Operating Fund for the transfer of Parcel SY15-059 to HPARD.
