Specific Explanation:
The Director of the Planning and Development Department and the Chief Procurement Officer recommends that City Council approve an amending ordinance to increase the maximum contract amount from $375,101.00 to $405,101.00 for the contract between the City of Houston and Traffic Engineers, Inc. for a Bicycle Master Plan for Planning and Development Department.
This contract was awarded on February 18, 2015 by Ordinance No. 2015-0154, as a work-to-completion contract for a period of sixteen (16) months, in the original amount of $375,101.00. Expenditures as of April 25, 2016 totaled $375,101.00. The contract will incur additional expenditures due to a need for three (3) new pilot projects; 1) examination of neighborhood-level route connections along a bayou corridor, 2) the development of a typological approach for the City of Houston to evaluate neighborhood-level connection opportunities along other bayou corridors, and 3) the creation of a typological approach to developing a neighborhood-level bicycle network that connects to the citywide network. As a result of additional services, the maximum contract amount has been exhausted prior to the end of the contract term. Therefore, an increase to the maximum contract amount is needed to ensure that these services are completed prior to the end of the contract term. Funding for the requested increase has been provided by the Houston-Galveston Area Council (HGAC).
The scope of work requires the contractor to provide all personnel, management, supervision, labor, equipment and incidentals necessary to a Bicycle Master Plan for Planning and Development Department.

This contract was issued as a goal-oriented contract with a 24% M/WBE participation level, and the contractor is currently achieving 26%. The Mayor’s Office of Business Opportunity will continue to monitor this contract to ensure maximum M/WBE participation,
