SUBJECT: Contract Award for Large Diameter Valve Replacement Contract - Package 1; WBS Nos. S-000701-0035-3 and S-000701-0035-4
RECOMMENDATION: (Summary) Accept low bid, award construction contract and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s Surface Water Transmission Program and is required to maintain, improve and replace existing large diameter water valves and appurtenances.
DESCRIPTION/SCOPE: The scope of this project includes construction, rehabilitation and replacement of large diameter water valves and appurtenances at thirteen (13) different locations within the City of Houston’s water distribution system.
The contract duration for this project is 1,050 calendar days. The Engineer of Record is Texas American Engineering, LLC. The Program Manager is Lockwood, Andrews, and Newnam, Inc.
LOCATION: The project is located in various locations within the City of Houston and extra territorial jurisdictions.
BIDS: This project was advertised for bidding on February 12, 2016. Bids were received on March 10, 2016. The three (3) bids are as follows:

AWARD: It is recommended that this construction contract be awarded to Harper Brothers Construction LLC with a low bid of $4,773,345.25 and that Addendum Numbers 1 & 2 be made a part of this contract.
PROJECT COST: The total cost of this project is $5,516,200.00 to be appropriated as follows:

Engineering and Testing Services $45,000.00
CIP Cost Recovery $334,187.49
Construction Phase Engineering Services $125,000.00
Engineering and Testing Services will be provided by Gorrondona & Associates, Inc. under a previously approved contract.
Construction Phase Engineering Services will be provided by Lockwood, Andrews, & Newnam, Inc. under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, company Harper Brothers Construction LLC is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides health benefits to eligible employees in compliance with City policy.
M/WBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 12% MBE goal and 7% WBE goal for this project:
