Summary:

ORDINANCE appropriating $2,001,204.00 out of Street & Traffic Control and Storm Drainage DDSRF and approving and authorizing Professional Engineering Services Contract between the City of Houston and ISANI CONSULTANTS, L.P. for Westridge and Braes Terrace Area Drainage and Paving Improvements; providing funding for CIP Cost Recovery relating to construction of facilities financed by the Street & Traffic Control and Storm Drainage DDSRF - DISTRICT K - GREEN

Background:

SUBJECT: Professional Engineering Services Contract between the City and Isani Consultants, L.P. for Westridge and Braes Terrace Area Drainage and Paving Improvements. WBS No. M-410016-0001-3.

 

RECOMMENDATION:  (Summary)  An ordinance approving a Professional Engineering Services Contract with Isani Consultants, L.P. and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION: The project addresses a need identified and prioritized through the ReBuild Houston Process utilizing a worst first methodology, objective data, and benefit/cost analysis.  The project will be designed and constructed to improve drainage of streets and reduce the risk of structural flooding.

 

DESCRIPTION/SCOPE:  This project provides for the design of storm drainage improvements, necessary concrete paving, curbs, sidewalks, driveways, and underground utilities. This project will serve Westridge and Braes Terrace area.  

 

LOCATION:  The project area is generally bound by Linkmeadow Lane on the west, Buffalo Speedway on the east,     S Braeswood on the north, and Durhill Street on the south.  The project is located in Key Map Grids 532K, N, P, Q & T.

 

SCOPE OF CONTRACT AND FEE:  Under the scope of the Contract, the Consultant will perform Phase I - Preliminary Design, Phase II - Final Design, Phase III -Construction Phase Services and Additional Services.  Basic Services Fee for Phase I is based on cost of time and materials with not-to-exceed agreed upon amount.  The Basic Services fees for Phase II and Phase III will be negotiated on a lump sum amount after the completion of Phase I. The negotiated maximum for Phase I Services is $679,663.00. The total Basic Services appropriation is $1,251,980.00

 

The Contract also includes certain Additional Services to be paid either as lump sum or on a reimbursable basis.  The Additional Services include, but are not limited to, topographic surveys, existing and proposed conditions analysis, environmental site assessment, and public meetings. The total Additional Services appropriation is $473,124.00

 

The total cost of this project is $2,001,204.00 to be appropriated as follows:  $1,725,104.00 for Contract Services and $276,100.00 for CIP Cost Recovery.

PAY OR PLAY PROGRAM:  The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Consultant provides health benefits to eligible employees in compliance with City policy.
