City Council approved the Buffalo Bayou Park Construction, Operating and Maintenance Agreement (COMA) between the City of Houston and the Buffalo Bayou Partnership (BBP) and other agencies on December 14, 2011. The First Amendment to the COMA effective date is February 1, 2013, the Second Amendment effective date is April 3, 2015, and the Third Amendment effective date is October 9, 2015. The Amendments revised the potential scope and schedule of the park construction project.
The proposed Supplemental Agreement increases the area to be maintained by BBP by adding facilities located between Sesquicentennial Park to, and including, Allen’s Landing Memorial Park to BBP’s area of responsibility for Operations and Maintenance. The added facilities are outlined in red in the attached Exhibit E to the Supplemental Agreement.
As also shown in Exhibit E, improvements along the southern and northern banks of Buffalo Bayou from Sabine Street to, and including, Sesquicentennial Park which have been operated and maintained by Houston First Corporation (HFC) will also be maintained by BBP under separate agreement with HFC. Improvements along the northern bank of Buffalo Bayou from Sabine Street to a spot near the confluence of the Buffalo and White Oak Bayous have been operated and maintained by Houston Parks Board LGC (HPB) as part of the Bayou Greenways and will be also be maintained by BBP under separate agreement with HPB.
