SPECIFIC EXPLANATION: The General Services Department recommends that City Council appropriate $1,217,000.00 for the Professional Landscape Architectural Task Order Contracting Program for FY 2016 for various capital improvement projects for the Houston Parks and Recreation Department (HPARD). It is expected that the Reimbursement of Equipment/Projects Fund will be reimbursed by the District D Council Service Budget in the amount of $50,000.00 for the topographical survey of MacGregor Park; the District C Council Service Budget in the amount of $25,000.00 for a concept plan for the Westheimer Park site, and the District H Council Service Budget in the amount of $25,000.00 for the design of interpretive signs at Guadalupe Plaza.
PREVIOUS HISTORY AND PROJECT SCOPE: On April 30, 2014, Ordinance No. 2014-0403, City Council approved four, five-year professional landscape architectural task order contracts with Clark Condon Associates, Inc.; Lauren Griffith, Inc.; M2L Associates, Inc.; and James Patterson Associates, Inc. dba White Oak Studio, appropriated $2,950,440.00, and delegated authority to the director to approve supplemental allocations up to the maximum contract amount for each contract of $3,000,000.00.
Under the terms of each contract, the consultant will perform design and construction phase services on an as-needed basis for HPARD capital improvement projects. The funds will be allocated to the landscape architectural contracts as work orders are issued. Fees for each task order will be negotiated based upon the size and complexity of the project. Periodically, as departments identify projects and specific funding for each project, Council may be requested to appropriate additional funds for the Program.

M/WBE PARTICIPATION: A 24% M/WBE goal has been established for each contract. Each consultant will utilize the following sub-consultants to achieve the goal. It is anticipated that the consultants will achieve their goals by the completion of their respective contracts. To date, each consultant has achieved the following M/WBE participation:
