Summary:

ORDINANCE awarding contract to PEST MANAGEMENT, INC for Pest Control Services for Various Departments; providing a maximum contract amount - 3 Years with two one-year options - $1,160,892.19 - General, Enterprise and Other Funds

Background:

Formal Bids Received for S19-L25408 - Approve an ordinance awarding a contract to Pest Management, Inc. on its best value bid in an amount not to exceed $1,160,892.19 for pest control services for various departments.

 

Specific Explanation:

 

The City Purchasing Agent recommends that City Council approve an ordinance awarding a three-year contract, with two one-year options to Pest Management, Inc. on its best value bid (BVB) in an amount not to exceed $1,160,892.19 for pest control services .  This contract will be used citywide to provide pest control services on a fixed schedule at all City facilities.

 

 The scope of work requires the contractor to furnish all personnel, supervision, labor, reports, records, equipment, tools, materials, supplies, chemicals, licenses, permits and material safety data sheets (MSDS) necessary to provide pest control services in a safe manner and in accordance with the most recent and effective scientific pest control procedures for: the General Services Department, Department of Public Works and Engineering, Houston Airport System, Parks and Recreation, Solid Waste Management, Fleet Management, and the Administration and Regulatory Affair Department. The contractor shall also be required to perform other work/services on demand including extermination of termites, mosquitoes, bee swarms/wasps, bat abatement, control of avian pests (birds) and trapping and the humane removal of animals.

 

 This BVB was advertised in accordance with the requirements of the State of Texas bids laws.  Nineteen prospective bidders downloaded the solicitation document from SPD's e-bidding website and as a result, BVB's were received from Southwest Exterminating, Arrow Exterminators, Inc. dba Bugmaster Termite & Pest Control, E-Systems Pest Management, Inc., Cypress Creek Pest Control, Inc., Pest Management, Inc., Ecosource Pest Control, Inc. dba Pestmaster Services of North Houston, Right Now Termite and Pest Control, Inc. and Copesan Services, Inc. dba Holder's Pest Solutions.  The evaluation committee was comprised of four evaluators from Public Works and Engineering, the Houston Airport System, Solid Waste Management and Parks and Recreation.  The BVB was evaluated based upon the following criteria:

Pest Management, Inc. was deemed as the best value respondent for pest control services.

 

M/WBE Subcontracting:

This invitation to bid was issued as a goal-oriented contract with an 11% percent goal for M/WBE participation level.  Pest Management, Inc. has designated the below-named company as its certified M/WBE subcontractor.

Pay or Play Program:

The proposed contract requires compliance with the City's 'Pay or Play' ordinance regarding health benefits of City contractors.  In this case, the contractor has elected to pay into the Contractor Responsibility Fund in compliance with City policy.

 

Hire Houston First:

The proposed contract requires compliance with the City's 'Hire Houston First' ordinance that promotes economic opportunity for Houston businesses and supports job creation.  In this case, Pest Management, Inc. is a designated HHF company, but they were the successful awardee without application of the HHF application.
